Annexation is only justified if said country is practically the same culturally, historically, and spiritually.
Serbia annexing Montenegro would be justified, for instance, but as poor as Haiti is, it has a unique culture and history.
Remember, Fascism is relative to the nation. |

Sure... they also have no value and would be a waste of resources to annex, anyways. |
